GENERALCommanders are responsible for ensuring that allmaterial issued or assigned to their command is maintained in aserviceable condition, properly cared for and that personnel under their command comply with technical instructions.Lack of time, lack of trained personnel or lack of proper tools may result in a unit being incapable of performingmaintenance for which it is responsible. In such cases, unit commanders, with approval of major commanders, mayplace material that is beyond the maintenance capability of the unit in administrative storage or return it to supplyagencies. When preparing the water distributor for administrative storage, the unit commander will be responsible forprocessing the material, including all tools and equipment, in such a manner as to protect it against corrosion,deterioration and physical damage during shipment or periods of administrative storage.4-66.
